Hi all!

I landed on April 8, 2014 and did not apply for the PR card immediately as an officer said I had to live in Canada in order to do that (and be able to receive the card in person). The officer also advised me to apply when I come back to Canada permanently. So, I arrived on April 1, 2017 and applied immediately for the first PR card. As the average waiting period has passed, I contacted Call Centre to find out about the status of my application. An agent told me that the application is in the system but it is in a frozen state (did not ask her about precise meaning of that). She advised me to reapply with an 'urgent' mark on an envelope and explanations of why I don't have the card for such a long time (the case with the officer at landing). I did reapply but now I do not know what to expect...

1) Do you know what a frozen state could mean? If I didn't call to the Centre, would that state last forever, without getting back to me regarding the status of my application from the side of CIC?

2) Can I expect that my case will be resolved with second application, where explanations are provided? Should I take some action in the meantime?

3) Is there a chance that I will be refused the issue of the PR card? According to CIC website, I did everything perfectly correct (although my case may seem outstanding), but may be I am missing something.

I would appreciate any feedback on my situation.

Others can comment but maybe the fact that if read correctly you stretched out the time you were out of the country that you almost crossed into failing to meet the residency obligation could have flagged you for investigation hence the delay .Out of interest did you fly back into the country April 1 as that would be an achievement without a PR card or a travel document.

Thanks for reply! Yes, this seems reasonable. Any ideas how long it may take? I have been visiting Canada several times being a permanent resident - used multiple PRTD.

As you applied within days of not being able to meet the RO, your app has most likely gone to secondary review. There is no timeline for this; it could take months.

Thank you for the answer! What is a secondary review and the procedure behind that? Why does it take so long? Do you know someone with similar experience?

I am worried because I was offered admission to a graduate program by a Canadian university (start in September) as a permanent resident and my pr confirmation paper has recently expired (after 3 years from landing). If I am to be asked for another confirmation and my pr card is still not issued, could it cause a problem? Perhaps, I should apply for another pr confirmation meanwhile?

Secondary review means that IRCC believes it's possible that you don't meet the RO and therefore don't qualify for renewal or to retain your PR status. They are conducting more in-depth checks on your app. There are many threads in this forum about people with renewal apps in secondary.

It is possible that you will not have a PR card by then. You need to contact the university and ask what documents they require. The validity date of a COPR doesn't mean anything and you can't apply for another one.

Thank you! By the way, how do you know about all this? Do you work in IRCC or a related agency?

What is a maximum time this secondary review can take? Assuming, IRCC will not need additional documents from my side.

One more question. I have arrived with my wife who is a visitor and can stay up to 180 days in a year. As I understand, I need my PR card in order to extend her visa. Is it correct? If yes and I don't get the card by August to apply for the extension of her stay, is there a way for her to stay in Canada?

No one on here works for IRCC. The people providing advice are just people who have been through immigration in one way or another and have learned a lot through being on the forum and doing research.

As far as I know, there is no max processing time for secondary review. There have been cases that have taken a year.

No, you don't need your PR card to extend your wife's visitor status.
