no-one knows, the list has not been published. what matters is the list, not what the universities say, they are not IRCC.

Yea you're right..its just that some universities have at least told their students that they submitted a plan..this silence is concerning -_-

No it isn't up to ircc. It is up to each province. Each province will approve the covid 19 readiness plan and the will forward it to ircc.

I think it should be what you said combined. Federal and provincial approval are both needed.

It is up to IRCC because the provinces do it first but IRCC publish, it is up to IRCC to publish the list.

"Starting October 20, 2020, DLIs with a COVID-19 readiness plan approved by their province or territory will be able to reopen to international students who are currently outside Canada. A new list of DLIs with approved COVID-19 readiness plans will be available on or before this date."

And makes sense as the Immigration minister doesn't have anything to do with health and safety issues.

That would make for atrocious PR and also result in them losing lots of money, trust, and "face". I really hope they are smarter than deciding to go down that route.
