no-one knows, the list has not been published. what matters is the list, not what the universities say, they are not IRCC.
Yea you're right..its just that some universities have at least told their students that they submitted a plan..this silence is concerning -_-

No it isn't up to ircc. It is up to each province. Each province will approve the covid 19 readiness plan and the will forward it to ircc.

It is up to IRCC because the provinces do it first but IRCC publish, it is up to IRCC to publish the list.

I think it should be what you said combined. Federal and provincial approval are both needed.

Well it is clearly stated
https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada.html
"Starting October 20, 2020, DLIs with a COVID-19 readiness plan approved by their province or territory will be able to reopen to international students who are currently outside Canada. A new list of DLIs with approved COVID-19 readiness plans will be available on or before this date."

And makes sense as the Immigration minister doesn't have anything to do with health and safety issues.

Ok your proof is way more reliable than my humble conjecture. I agree with you,

IRCC has everything to do with immigration policy and can choose to accept or reject the listing of any DLI on a DLI covid ready list. So a province can approve a covid ready plan but IRCC has the right to place DLIs on their list or no

Since I'm bored and frustrated right now, I'm picturing the Quebec and Ontario health ministers arguing with Mendicino over this list.

I know, no one wants to hear it and I don’t either; but I have a bad feeling that this might get turned around and we’re not getting a list... but the old rules stay in place.
