Someone is considered US applicant if they choose country of residence as US? So even if someone moved only recently to US and submit eapr from US, still they would be US applicant?
Yes. As long as you submit your application in the US and are legally present there when you do , you're considered a US applicant. It doesn't matter how long you've been there.
