Things may not be as bad as they appear. Once they begin processing, the criminality/ security aspect can be done relatively quickly. The rate limiting step is the time it takes for them to pick up the file (in your case about 1 year) and start processing- that is why EE is quicker. I am encouraged by the fact that many June/July applicants are getting their final approval. We are next in line and so hopefully the long wait will be over soon. Best Wishes to all Aug 2014 applicants.

I assume, criminality is if you have already committed a reported crime, e.g. what's written in your police record. As for security, this might be if you are in some way suspicious, e.g. your name is connected to some radical group like ISIS for instance. Don't worry. Just let them do their job. If you are a nice person, you have nothing to worry about nor think about the differences. :)

assuming they usually refer to their system of criminality as security ... although i can be mistaken ... but pretty sure that criminality is ur past profile check i.e what you have done in ur home country their methods of asking both of them is different
 
Seriously, who cares about the difference? All you can do is to wait. Then, what's done is done. Of course, one should only worry if one's got something to hide. :o
As of current events, the applications are supposed to be finalized in February. There is nothing really to get mad or worried about the current statuses in your file. It's all waiting until February now. That's it. :-X

Police Cert for Canada is not required BUT may be requested.
Offcource Police Cert for all other countries where you have lived for >6Months is required.
Two of my colleagues have got PR under Cec this year and they had not submitted Canada Police Certificate.
