It takes time for IRCC to have a rule come into effect because of all the changes they need to make in regards to training, documentation, application forums, software, etc. It is not that trivial. Most large organization organizations tend to move slowly to change. And when it is a large government organization... well enough said.

This bill will introduce new rules, procedures that IRCC needs to update on their Operational Manuals, forms, Online Residency Calculator and they need to make plans to handle increased application volume. As it was mentioned in the bill some of the sections will come into force at Royal Assent. But other sections like residency time will come into force at later time , and in my opinion that time will take at least one year.

As the Senate will reconvene on Jan 31, 2017. Committee might schedule the meetings in Feb 2017. We can expect few amendments to the bill.

even if it will be applied after 1 year, it will be very useful for me ;) i can apply 1 year before ;D

You may apply 1 year early, but think about the backlogs that will be caused by this bill and processing times may take much longer than 1 year.
Current processing times seems to very smooth and most of the applications are getting processed less than 6 months.

It is not that difficult. Just like the recent change to sponsoring parents, one needs to fill out an online form to get in the pool for drawing, the process of citizenship application can be greatly simplified if they can make it start with online application, which can work as an automatic screening process, only eligible applicants need to send in supporting documents

As someone said earlier, anything can happen. I called the Dept one day and they said public comments for 30 days and then they will be ready to implement

I work in govt in a managerial capacity.

Things are planned well in advance so that you are not caught in surprise, they can implement changes in a few months if they want. I don't expect a huge influx of applications, cost of applying citizenship is too high if you have a family of 4 or 5.

Only single/couples may be in rush for applying.

You are right, if the Govt. has will to do they can do it as simple and as fair possible. But here we are talking about the Govt. and Federal Depart. that takes care of the Govt. business. They need to have the will to do the right thing.
