I think after receiving documents, first they check all the documents are ready or not. If they find any missing document, they send email "Intent to Reject" and ask to provide missing document. This can happen in the first month after you submit the document.

If they don't find any missing document, they starts process. They may send "intent to reject" in the end (If they need any document which is not in proper format etc.). At this time you are very close to get your CSQ and once you submit your document again as per "Intent to Reject", you get CSQ in a month.

NOTE: This is my assessment may be I am wrong.
Now Immigration dept has no backlog so they need to process fast.

Because I think they are treating and delivering csq for the people who submitted there request on 2017 and they haven’t got it just because of the bill09 .
