couple score is 79 , but priority of selection is based on NOC & Area of training as stated in CSQ not score
What exactly wrote on your CSQ, in french? Also would you mind sharing your NOC code, please?

Hello Finally we (my wife is the main applicant) have received CSQ after waiting for 3 and a half years. We are staying legally in Quebec for more then 9 years ..here is our tragic timeline:
Arrived in Quebec in April 2012 (study permit MS+Post graduate work permit and now open work permit through spouse study permit)
Mon Projet Quebec 2017 applicant, request closed by bill 9 in june 2019. Tragic Timeline is given below:
2017-02-12: First application in Mon Projet
2017-12-15: Doc Request
2018-03-07: Doc received
2018-08-04: Intention of Refuge (2 points short)...request for an update
2018-11-23: Doc provide (Add my newborn daughters information which adds extra 7 points) (waiting for the CSQ...and tragedy)
2019-06-19: Our application is trashed---Arrima invitation received (One of the 3700 victims)
2019-07-28: submitted again in Mon projet (File number 500+)
2020-01-23: Doc requested (Some of the requested docs are already submitted before!)
2020-03-20: Doc submitted
2020-07-16: CSQ approved

I am almost have same timeline as yours and I am still waiting, so I totally understand the pain. I am very happy for you and your family. Hope you have a better luck in your PR journey

I received intend to refuse letter :
- confirmer que vous n’avez aucun changement à apporter à votre demande;
OU
- ajouter des renseignements que vous auriez omis de nous fournir, notamment :
to ajout er une personne (conjoint, conjointe ou enfant à charge) si votre
situation personnelle a changé depuis la présentation de votre demande;
o ajouter un ou des diplômes ou attestations de résultats de tests de français
ou d’anglais;
o mettre à jour l’information sur les membres de votre famille qui résident au
Québec;
o inscrire des notes explicatives supplémentaires.
Voici le ou les motifs justifiant notre intention de refuser votre demande :
Vous n’avez pas obtenu un nombre suffisant de points au regard des facteurs de la
grille de sélection, conformément à l'article 32 et à l'annexe A du Règlement sur
l'immigration au Québec et au Règlement sur la pondération applicable à la sélection

You are below the minimum point requirement. 50(single) or 59(couple)
I am so sorry to hear that. I believe you are close. The best way is recalculate your score to see if can improve it. Maybe the best way is get a language test result, it will increase your point. English or French

submitted IELTS already. French scores in 2 months? so difficult.

In case you have less point..you can write an explanatory letter that your skills and experience will be useful for Quebec and you are stating here for a long time and you are well integrated here. Probably you can get admitted in a french course which shows your intention to learn french. Sometimes you can meet the local MP who can give a letter of support for immigration. you can also take a letter from your current employer or previous supervisor to support...all these things can improve your chance to get accepted for CSQ...I know previously many people get CSQ who are below the points.
