Yes, you have to email them, and they are supposed to tell you the reason behind being late, as your application was supposed to be processed according to the processing times.

Evidence of account activity for the past six months must also be submitted. This must be received at this office by: 05/16/2013

Other Ph.D. program information :
· The field of study for your doctoral program,
· The name and contact details of your doctoral advisor and/or academic supervisor,
· A detailed Curriculum Vitae, and
· A list of all publications that you have authored or have participated in.

There are two rather contradictory sentences in the letter. That's why I was confused about sending it by mail or email:

1) When attaching your document(s), please ensure that they are smaller than 5MB and that each document is attached individually.

2) Please quote your complete application number on your correspondence and address your correspondence to the address indicated below.

I think it is a generic note in the bottom, in case they are asking for police certificate you have to send it to the address, others would be sent by email.

She is not eligible to apply, she has not completed 2 years towards her PhD! She ca not apply before Sep. 2013.
 
Based on current results, does CPP accept work experience from back home? and if yes, what was the criteria for them? I mean which kind of experiences do they accept? Do they give any adaptability point to phd student because of 2 year study in Canada or Canadian work experience based on RA/TA? if one of the moderators or active members could come up with some conclusions about successful cases up to now, it would be helpful for everyone.

Actually she started September 2010 and if you check the end part of the letter you'll see it. We have the letter from college of Graduate study indicating she has completed at least 2 years. Our question is that how we can claim her RA based on the following letter:

status update: got a pof request on April 3rd. No further news yet. Also ordered CAIPS, received it today. saying 76 poinst were awarded. The Canadian born child does award me 5 point adaptability. two years study does not count. TA and RA are counted for 2 year and 8 months. No other work experience counted. RCMP Screening sent on the same day of pof request. They assign next VO to check my file on April 24th. So it seems that after one VO checked out your app, they will assign another VO to do next step at a certain time. So I guess, if you want your case go faster, do the next step before hand, get everything prepared well before the assign date, and prepare as much as possible
