Yes, this is the address of the embassy. But in the Email that I have received, it is mentioned that I have to hand in my passport to a specified VAC in Ankara with a given address which is different from that of the embassy. The PPR email also stated:

Although they say there is no guarantee, I have not read about anyone having to wait longer. Typically the receipt they give you (that they took your passport) will say come back the next afternoon (I think at 1:00 or 2:00pm). So if you submit it on Monday morning, you can get it back Tuesday afternoon. If you submit it Wednesday you will get it back Thursday afternoon.
I recommend to arrive before 8:30am. You do not need to arrive at 6:00am as some people do. My husband and I arrived around 8:00am and although there was already a line of people (maybe about 20 people) before us we were able to submit his passport without problems. By 8:30am there was a long line behind us, so I suggest to get there before 8:30am.
If you are giving your passport to an authorised representative, then they should go to the VFS Visa Application Centre (VAC) in Ankara or Istanbul. But if you are giving it yourself, you need to go to the Embassy in Ankara, not the VAC.

While booking the ticket, I considered the one day period that everybody on this forum were talking about and I planned a three-day trip. I made a mistake, because seemingly the procedure has changed. Anyway, we will see in a couple of days what's going on, and Ankara is not that far from Iran, planes are available, like IranAir and Mahan, you can even take a bus to reach there and even trains are available from Tabriz and Tehran. Staying out there for one more day is not an issue at all.

middle of march our lower's received a litter from Ankara that they need some missing document that was not very important and also PPR fee i prepared them
and send them to our lower he sent it back to Ankara less than a week.and also i payed the PPR fee two month before that request i don't know why they ask again any way!!
i thought the cic web site will change to process when they received the document but nothing happened when i ask the lower he said do not worry about that they just didn't up date the site but you are in process definitely security check.
you will get your PPR till end of may!!
