I have submitted my application but i have not submit my settlement plan. Is it necessary? All other documents were completed ,so if the need they will ask or they will reject my application.

I think they will straightaway reject your application. I am not discouraging you but settlement plan is the most important thing in NSNP.

If I were you, I will send new application with a strong settlement plan. I believe that no document as important as the settlement plan

Friends, will NSNP cross check whether our document is currently in process for FSW'13. If yes, they may not nominate.

If we apply to FSW'14 (if opened), later got nominated by NSNP, will CIC or NSNP will withdraw NSNP nomination.

1. there is a question in NSNP-100 asks applicant directly, if he has/ had any other application in another program such as FSWP. If you answer yes, NSIO will check the process and they may not nominate you. If you answer no, CIC will discover it in further process and they will cancel your nomination and may ban you from applying.

2. There is no FSWP-2014, they will jump directly to FSWP-2015.

All what I wrote above is my conclusions according to my reading in official websites and fourms.

I think you mean Appendix-3 Forms. You can do which ever is the best, e-mail or courier (In FAQ they given not to do), it may or may not be attached or returned to you.

Without knowing about your settlement plan they cannot take decision on your application, they will consider your application as incomplete and they won't process your application. However let us hope for best.

You can fill the form with pen; alternatively you can convert PDF to doc file and then you can type;

Or, you can use "COMMENT" tool of Adobe Reader like me. I used it for the non-fillable PDF forms for NSNP.

What changes is this going to make, people will send their application still they change it to 'we stopped receiving application'.

I doubt they can ban you from applying, the question asks about if there is any other program in which your application is being processed. Since most people here applied in FSW 13 and cap has been reached, that means their application was not open or processed. The application was returned without generating any file number, in case they got file numbers then they need to specify same in NSNP form.

80% face without border photo is mandatory ? or we can go ahead with normal passport size photo ?

There is no photo specification given by NSNP , so normal passport photo(35 X 35 mm) with white background should be fine.
however CIC has strict specification of photos which you can refer on cic.gc.ca
