    Yes on a visitor record if the employer has no offices, clients or customers in Canada. The one caveat is that Canada is trying to make temporary residents leave so an approved visitor record is not guaranteed.

    H&C is actually quite a big issue. Asylum claimants a bigger issue but both likely to be targeted. Much easier to target H&C than asylum claimants.
