Hello everyone
I am a protected person holding a RTD, I had a flight today from Toronto to Budapest , transiting through Munich. I have been denied to flight they asked for PR card and i said i don't have it. I have my notice of decision and work permit but she said there is a new policy came effective 4 days ago, i was refused for flight. Does anyone knows if this is a mistake or what?

It’s not about your nationality. I have friend who is from turkey and has been Germany a few times with Canadian refugee travel document. Direct flight from Toronto.

I dont know but if you check the link I posted above, in there appears people from Turkey needs visa, maybe that is new thing.

Anyaways also could be a mistake from the airline, in general young or junior clerks never are aware of some special situations. When I travel usually must wait until they call a supervisor before to register me in the flight.

Hopefully that is the case but you can check the link from the German consulate in Canada, maybe I understand wrong.

That's correct. As a Canadian RTD holder with Turkish nationality, you can't transit (airport transit) through a German airport without a Canadian PR card or an ATV (Airport Transit Visa). Here are the instructions, and as you can see, Turkey is on this list.

However, you can enter Germany as a visitor without a PR card.

I would highly recommend that you get direct flights if you're visiting any of the 7 visa-free European countries for RTD holders to visit. Another thing: don't check in online using your original Turkish nationality for the flight. Go to the counter and check in using XXB.

RTD holders without a PR card don't need a visa to enter (visit) these 7 European countries;
1 - Germany
2 - Hungary
3 - Italy
4 - Croatia
5 - Cyprus
6 - Slovenia
7 - Slovakia

Entering here means actually going through immigration and leaving the airport. To enter (visit) any other European country, you'll need to apply and get a visa before departing Canada. Similarly, transiting through European airports is not the same as entering. Rules for transiting will be influenced by your original nationality.

Example - Nationals of these countries are not allowed to transit without an airport transit visa (ATV) or a PR card in a German airport while holding a Canadian RTD. Afghanistan, Bangladesh, Cuba, Eritrea, Ethopia, Ghana, Iran, Iraq, Jordan, Lebanon, Mali, Nigeria, Pakistan, Somalia, Sri Lanka, South Sudan, Sudan, Syria, Turkey.

Similarly, nationals of these countries are not allowed to transit without an airport transit visa (ATV) or a PR card in an Italian airport while holding an RTD. Afghanistan, Bangladesh, Democratic Republic of Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia, Sri Lanka, Senegal, Syria, Tajikistan, Uzbekistan.
 
In my understanding, we're looking at two different regulations:

Regulation 1: Nationals of certain countries using their country passport require an airport transit visa to transit through Germany. Those travelers are not refugees, they're regular passengers, @adamkw partially referenced it from here

Regulation 2: Holders of a Canadian Travel Document for Refugees (1951 United Nations Convention, blue cover) do not require a visa for transit and/or short-term stay (e.g. for tourism or business purposes) in Germany. As @Canadian_rainbow referenced it from here

My understanding is that if someone is a refugee in Canada and is using a Canadian RTD to enter Germany, only regulation 2 will apply. Regulation 1 will not apply because it only applies to non-refugees.

Germany has made it very clear here that ANY person of ANY nationality holding a Canadian RTD doesn't need a visa. If Germany had restrictions for certain refugees based on their country of origin, why didn't they list it on this page? Germany has in fact restrictions for non-refugees, and they listed those restrictions and clearly mentioned which countries require a transit visa.

Not all countries treat RTD holders the same, but this response is only for the case with Germany. Please correct me if I'm wrong.

Like you highlighted, that German website mentions transit and/or short-term stay. Of course, Canadian RTDs do not need a visa for transit in Germany, with or without PR. Transit in this case means international-to-domestic transits. For example, Toronto > Frankfurt > Berlin or Toronto > Munich > Nuremberg. In these cases, you are already passing through immigration to connect to the next flight. So you don't need a visa, and it's considered an entry.

However, for Airport Transit - that's International to International. OP is travelling from Toronto > Munich (Germany) > Budapest (Hungary). It clearly mentions Airport Transit Visa is not required if you have a Canadian PR card. And again just below that, it mentions that if you do not have a valid Canadian PR card, then this list of nationalities requires a visa. Afghanistan, Bangladesh, Cuba, Eritrea, Ethopia, Ghana, Iran, Iraq, Jordan, Lebanon, Mali, Nigeria, Pakistan, Somalia, Sri Lanka, South Sudan, Sudan, Syria, Turkey.

Except that the OP has clearly stated they don't have a PR cards yet. A notice of decision isn't a valid travel document.

if the route is Toronto ->Munich >Budapest, the passenger is travelling onward into the Schengen area. Germany's guidance specifically recommends checking the requirements of the other Schengen country because other Schengen states may have different rules for Canadian refugee travel documents.
