Unfortunately the pre-arrival is the most unreliable cue. I know few who waited over a year after pre-arrival, few got pre-arrival a day or two before PPR.
Yeah, I saw this indeed. In our case, it's just 6 days between pre-arrival and PPR. COPR numbers didn't appear until after I got PPR.

How long is it normal to wait for Quebec outland between pre-arrival and background checks completed?

I have been waiting 6 weeks, is it normal?

My VO is Mississauga (Outland)
For my family it took about 26 months to receive the letter asking to submit the passports

Updated everything as complete after the pre-arrival letter arrived

I got my pre-arival 1 month after submission, more than 1 year ago, but nothing after that so far!

We are still waiting for my wife to receive her P2 email. She received her P1 email on 13 May and replied that day. According to our MP the application was approved on 9 May. Hopefully the process is completed soon. IRCC still has never begun the SOWP application we submitted on 3 October 2023--which we don't need if the sponsor application is finished but still quite disappointing that we paid and they never even started the processing.

Send them a request to cancel the owp application and request a refund. You'll get the owp fee and maybe processing fee as well (if they didn't even start) but it depends. If your wife is currently on implied status because of owp application, I'll wait for eCOPR since technically she isn't pr until landed.

Yeah we aren't going to request the refund until after she receives eCOPR. Hopefully she receives her P2 email soon.

Hi all, just a question. I recently submitted my Quebec spouse visa application forms to MIFI (2 weeks ago almost) and want to apply for an OWP while we're waiting for things to be progress. I'm not sure whether this should be done via the IRCC website or Quebec.. it's really unclear to be honest. Can someone post a link to the starting point for OWP applications. I'd be living in Quebec with husband (I'm an outside applicant). Many thanks.
