So GCMS really can come in handy if one wants to verify the progress of his application. I think OP was caught off guard, assuming that his application had taken longer time due to the pandemic.
Maybe. GCMS does help. I even though I never applied for it. When applications take this amount of time, it’s best to apply for GCMS so you can understand what’s happening with your application.

This is incredibly sad and scary. What a complete waste of time, effort, and resources. This is a wake up call to everyone to apply for GCMS notes after 4+ months, no matter how confident you are about your application (I think it even makes sense to apply for it multiple times).

Here is my question though. If he was rejected due to Security screening as some have speculated above, do you think it would have shown up on the GCMS notes? As far as I understand, the Security portions are usually redacted. Moreover, what can really be done from the applicant's side to fix Security issues? I wish he would give us more insight into why his application was rejected once he cools down, as this would be immensely helpful to the community.

This is also a prime exhibit of why it makes me furious when call centre agents don't give proper answers and ask us to just look at the online application status, which is close to freaking useless. IRCC should really be more transparent about the status updates for each stage of the application. Not only will this make the applicants less anxious (and more proactive about fixing issues/sending missing documents), it will also greatly reduce the number of people calling the call centre purely for status updates. As for me, I am going to increase my frequency of calls to once every fortnight and will keep badgering them until they give me specific updates. I don't care if the agents are frustrated by the same questions, it's our livelihood that's on the line. Maybe I'll order GCMS every month too. It's a small price to pay to avoid any surprises.

@legalfalcon @caipsnotes What are some steps an applicant can proactively take to avoid heartbreaks like this (assuming they have filled out the application sincerely and to the best of their knowledge) ?

"Application is stuck in security and background checks as per the web form i raised 2 weeks ago" - November 2020

I'm almost certain the applicant failed Security. Normally Security info is redacted in GCMS notes from IRCC. Sometimes they can be shown if you get the notes from the CBSA though.

There is a mechanism for contacting CSIS concerning Security information as detailed here.

Last time there was a gap, the FSW score jumped to 478. It even stalled at 471 for two consecutive draws. Once they resume all program draws, it will take a few months (it took 3.5 months last year) to drop below 470. Do what you can to increase you score.

This won't do any good. I think it's fine to call occasionally once your 6 months are up, but if he got rejected for Security nothing he could have done would have helped. Once your eligibility is passed its really out of your hands...

Also, calling can have some negative effects. IRCC has been explicit you should not call about application status. They are now taking UCI number - easy to imagine they are tracking how many times the applicant calls. I wouldn't want IRCC to know that I am not respecting their guidance and calling every two weeks. Who knows what they could do with that info.

Whilst I don’t agree with bugging them so much... I don’t see how they can do anything with UCI. So what if they flag for calling too much, since when did that turn to a criteria for rejection. At most you meet a very petty and wicked officer that will decide to sit on your application cause you called too much... but I would like to believe that no IRCC official will be that wicked. Either way better than sorry though.

Oh I don't imagine they would ever reject you for it, but banning you from the call centre or throwing your application to the back of the queue? Sure. Again just speculating, but I'd rather not have that attached to my case.

IRCC has been clear on GCMS notes being completely siloed, I'm planning on ordering those every 2-3 months starting after 6 months.

I don't think IRCC follows anything like a queue. Even though they say they are working on CEC applications with full capacity, there are CEC applications pending from 2019 and they are approving newer CEC applications within 2-3 months of AOR, where is the logic in that?

True - there isn't one queue, there are many. Of course there are queues! But they are split by visa office, stream, and probably other factors I can't guess.

But how can they leave very old applications pending and approve new ones? Makes no sense and they keep giving out a ton of invitations. This new immigration minister seems supremely incompetent.

I think it's not good to call too much because it can make it difficult for everyone to get to them, especially for outlander, at the moment it's pretty difficult to get to one of the agents.
