PNP New Brunswick 2018 invitation ITA

Hi Friends,
Can you help me on the following two things?
I am currently in New Brunswick, which doesn't have an Indian Embassy. So can you guide me how to get Indian PCC online?
Since I am working in Canada, do I need to show proof of funds if I am not gaining points under Canadian experience class?

My friend received PT interest 2 days ago from NB - Filed EOI and sent them an email as well.
Anybody can tell- how long for ITA to come through from NB. PNP ??

Did he get ITA? How long did he wait?

Here is my timeline:

July 10, 2019 attended the information session

July 19, 2019 ITA from NB

Aug 28, submitted full application to NBPNP
(I never receive AOR from NBPNP and I was so worried, but I received an email from the onlone system of NBPNP that I have an account in the INB Portal system which i eventually retrieved/acquired successfully)

Oct. 16 Nomination from NBPNP

Waiting for ITA from CIC...

Once I create a express entry profile, after a while I get a notification to get PNP or how does it work?

Depends on your NOC and work experience. Only certain provinces send direct NOIs e.g New Brunswick and Ontario. Most other provinces require you to submit an EOI or have a job offer. Which province are you targeting?

I was thinking Ontario or Alberta, what do you think?
