My eligibility is passed and now background checks are ongoing. Background check started on 25th feb, 2019. Should I order gcms notes or no need? Will it help me get any substantial clarity regarding at which point my application is at and how more long it will take?
If your eligibility has passed, the GCMS notes won't offer anything new as security is retracted in GCMS notes. Just wait patiently.

@legalfalcon, or someone please advise
It all depends on the documents. the review required is a way for the analyst to ask the officer to review certain documents before a final decision on eligibility is made.

If your documents comply with the IRCC requirements, no need to worry.

@legalfalcon I have 9 days to go to reach the 6 months processing milestone and I am still in IP1 stage and eligibility being reviewed. Can my employer apply for a work permit for me. Or if my employer provides an offer letter from Canada will that speed up my application?

Looking forward to your valuable thoughts.

Thank you very much,
Vasanth
The 6 months processing time frame starts when your R10 is passed and not your date of AOR. Also, there is no stage as IP1.

All application go through the following:

R10
Criminality
Medicals
Eligibility
Security

You should see your GCMS notes notes to see at what stage your application is at.

Hey @legalfalcon, Hoping you can help me with the following:
I applied back in May 4th 2018 under CEC, am inland. Am stuck in BGC and Eligibility checks right now. My file has a BFD. Am starting to wonder what can be wrong with my application, and the only thing I can start to be concerned about is one of the NOCs I put down for my foreign experience:
Am claiming:
2 years of canadian work experience at company A
4 years of foreign experience at same company A - I was an intra-company transfer.
2 years of foreign experience at a different company back in my country. This is the one am concerned about, reg the NOC.

If they have doubts about it, will they ask for additional info?
Thanks!
Have you requested your GCMS notes to see where your application is stuck?

Making speculation about what may be wrong is not a good thing. Instead rely on solid evidence.

Hi everyone! I posted the same query on Sep AOR thread. I believe, like me, not many there have much clue about this. So I am still waiting for an input. I received my notes yesterday and need inputs on what further actions I should take. Or, should I do just nothing and wait. Your feed back will be very valuable. I have 'X'ed out all parts that would point out to me or any organisation. Thanks.

@legalfalcon Thanks a lot for getting back to me....

I will quickly give you a run down of my issue....

My mistake was choosing wrong primary NOC on online form where you choose the primary NOC code.
All my explanations are for 2282 but just on the drop down menu on online form I chose 2281 instead of 2282 by mistake while scrolling through the list.

As per CPA:
SUMMARY NOTES: CLIENT DID NOT MEET MEC AS THEY DID NOT PROVIDE ENOUGH EVIDENCE OF AT LEAST 1 YEAR WORK EXPERIENCE IN THE REQUIRED PRIMARY NOC. PRIMARY NOC ON APPLICATION IS 2281 - COMPUTER NETWORK TECHNICIANS AND ALL OF PA'S WORK EXPERIENCE IS IN NOC 2282- USER SUPPORT TECHNICIANS.

I know everyone else with Review required/eligibility not met has a NOC mismatch or job responsibilities issue...
Mine is a very unique and silly mistake of choosing wrong code on the online form.

Do you reckon they might consider my case and approve it or more chances of refusal?

All my experience is in NOC 2282...And the CPA's comments have verified all the work experience as per correct NOC 2282 as well(as per notes below):
Support Engineer (NOC: 2282) - at - eDoc# - Letter dated 2018-09-03 appears to confirm employment in declared occupation throughout the specified period, and provides a job description which is consistent with the lead statement and main duties as set out in the declared NOC category. - Letter confirms salary of XXX PER HOUR - Letter confirms full/time employment; CRS Foreign Work: 0 years and 2 months. 2011-10 to 2012-07 - Level 1 Support Specialist (NOC: 2282) - at xxxxx New Zealand Limited - eDoc# xxxxxx - Letter dated 2018-09-11 appears to confirm employment in declared occupation throughout the specified period, and provides a job description which is consistent with the lead statement and main duties as set out in the declared NOC category. - Letter confirms salary of xxx NZ PER HOUR - Letter confirms part/time (15hrs/week) employment CRS Foreign Work: 0 years and 5 months. 2009-09 to 2012-07 - Service Desk Analyst (NOC: 2282) - at XXXXXXX XXXX New Zealand Limited - eDoc# XXXXXXX - Letter dated 2018-09-20 appears to confirm employment in declared occupation throughout the specified period, and provides a job description which is consistent with the lead statement and main duties as set out in the declared NOC category. - Letter confirms salary of xxxxx NZD ANNUALY - Letter confirms part/ time (20hrs/week) employment CRS Foreign Work: 1 year and 11.3 months. 2013-08 to 2018-03 - Field Service Engineer (NOC: 2282) - at XXXXXX Private Ltd. - eDoc# XXXXXXX - Letter dated 2018-09-05 appears to confirm employment in declared occupation throughout the specified period, and provides a job description which is consistent with the lead statement and main duties as set out in the declared NOC category. - Letter confirms salary of xxxxxxx ANNUAL Y - Letter confirms full/time employment; CRS Foreign Work: 4 years and 8 months. Do they always send a procedural fairness letter if the applicant has passed the R10 Checks?

Since your R10 is OK, your application will move and if there is any rejection, it will only be after a procedural fairness letter is sent. So it is better that you meet the above, if you do not before a PFL is even sent.

@legalfalcon and other senior folks , need your help with my application

AOR - 8 Aug 2018
FSW

Received my GCMS notes(82 pages) 2 days back and it states the following -

Primary Office - CPC Ottawa
Ministerial Instructions - EE-MI1

Eligibility - Met
Security - Not started
Criminality - Passed
Medical - Passed

No mention of section 15.1 or 16 on any pages

I had couple of questions regarding this -

1. In eligibility , it states met instead of Passed. I read in one of the threads that it requires a seniors approval to change eligibility to passed? Is there any way I can expedite this

2, Its been seven months and my security hasn't started and there is no mention of Section 15/16 , which means its not security screening. What is happening with my security process?

I would be grateful if I could be provided guidance.

For s 15 and 16 see https://www.getgcms.com/blog/s15-s16-top-right-gcms-denote/

See the notes in the last 3-5 pages. Usually the eligibility takes place in 2 stages. First, an analyst will review and make a recommendation and then the officer will make a final determination. In you case only the recommendation part may have been done. As soon as the eligibility is passed, the security will start.

Yes, see https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/service-delivery/procedural-fairness.html

For R10, which is the completeness check,

If you send a CSE and explain the issue, then it all depends on the discretion of the officer. In most cases they will understand and let the file proceed.
