2) if a file has reached local vo, in my case ndvo, does it mean its nearing finalisation?

1.Notes are generated as per requested date/acknowledged date in your case 29th Sep and you won't have any info past this date.
2. Yeah you can call it a progress and it won't take much time onward to PPR.

You got nothing to worry so far based on what u learnt from the agent. On the bright side, you atleast got some visibility about your LVO. It is true that the agent will not be able to help you out with any information since the file has moved out from the visa office (VO) to a local visa office (LVO).
Inorder for you to get a more transparent status, u will need to order GCMS notes.

jus called cic , agent said file is at new delhi, they hv a back log, hence not to call/email before 6 months is over as then the focus shifts on replying to applicants queries and no wrk is done on file.

surprisingly she said only med has passed ( which is something i can also see on account ) but rest all like eligibility , BG, Crim and Sec has not even started.

last time i spoke to an agent, she said they cant access files which are outside canada and couldnt tell me anything. todays agent told me nothing has started. how do i interpret this conflicting info?

First of all these guys won't be able to help you much as the files are not handled by a single officer.
Second there was no need to order GCMS notes as according to your timeline, six months are not over yet & they get easily annoyed.

As far as they have not asked for any additional documents, your profile is at a good status.
There is no specific rule or procedure these guys follow. Everything depends on case to case. In my opinion just sit and relax till you get the golden email.

i will not open my mouth and sit tight till 27 dec 2018.
 
Guys please don’t order Gcm notes if you have not completed minimum five months. It is waste of time and money. Your file will not be processed faster rather it slows the process because visa officers gets engaged in making these notes.

All the best & trust me these guys are very touchy cause of the back logs as well as the growing amount of invitations with every draw.

Just keep watching your application every 2-3 days as most of the times you wont even get any email about the updates.

Hope, you get lucky with the next PPR trigger mails.

You did nothing wrong by ordering notes as its your right and you can go and order as many times as you want. Yeah calling agents won't help if file is outside of Canada, just wait to recieve GCMS and it sure will clear your doubts.

And neither you're responsible for those backlogs by requesting GCMS or calling agents as these are separate departments from those that are processing applications.
