There are 2 sections in the link you have given (one for citizens of mexico and the other for non-citizens).
The Note you have mentioned is written under citizens section. In the non-citizens section, they have given a link in spanish for additional info, fees, e.t.c and mentioned something about transferring money through e5cinco scheme or something. But this part is not clear. Can you clarify this ?

if you read the page thoroughly, you'll see the same note in the section If you are not a citizen of Mexico -> if you live outside of Mexico:
I got mine and did pay anything.

Just sent to the embassy en Mexico all the requirements and they will do it for you, in the case you are in Canada but if you are in Mexico go to the embassy get the letter and go to the PGR.

Yo Los solicite en enero, Mande todo via ups y Los recibieron y una semana despues Los mandaron a la PGR la semana pasada me informaron que en cuanto tengan los resultados los enviarán a Ottawa. Mándame mensaje privado y te explico.

Ottawa extende me for 3rd time for 45 days! they will open my case in July 6 egain

I sent the documents to the embassy in Mexico on January 23 they received the 26, and since february 6 are in process with the PGR


I just hope within the next 30 days they send the document to ottawa!

You don't need to make any payments if you're getting the PCC directly through the Embassy.

I assume that some people in this thread are from Mexico, and wondering any of you guys knows what are the way to obtain 'personal entry/exit record' issued by Mexican authority (?) that you can refer it to prepare your travel history and etc in your PR application?

It is very urgent, please help!

Hello, my husband and I are confused about this as well. We received his AOR 3 days ago and was requested to submit his Police Certificates, he is a Mexican citizen living in Canada. What is the first step we need to take? Do we only have to obtain his fingerprints, photos, etc and send them to the Canadian Embassy in Mexico?

Hi there:

The answer is yes, you only need to cover the prerequisites (fingerprints, photos -both front and right profile-, etc.) and send it directly to the Canadian Embassy in Mexico and they will require the "Carta de Datos Registrales" to mexican authorities in this case the PGR. We did the same process and so far we don't have any request from the in progress formality

Be sure when you send the envelope or package to the Embassy, the courier obtain the signature whom is receiving the documents in order the you can have all tracking with the final reception.

Thank you for your help! How should I notify IRCC, because I have a deadline of March 31 and it will most definitely take longer than that!

Just 1 or 2 weeks before this deadline, raise a CSE and request for an extension to summit th PCC. Attach them proof that that the docs were received by the embassy en Mexico. They will normally grant you 30 to 60 days extension.
