It is crazy that they haven't started this one time initiative. It has been months. I believe they will never implement it. Very unrealistic for IRCC to be able to actually do their job and proccess 7k applications per month lol.
If they can finish 1k applications in a month we will be more than happy. Let them just start :(

Yes, it is strange that in the most recent update IRCC didn't update a thing. Same for me: number of people ahead remained frozen month to month.

There, the IRCC provides the number of cases processed per month (observed data, not estimation), but there is a significant delay, around 3 months (most recent available is the data for March). It is split by province, and for QC for example they have processed 215, 530 and 535 people per month, whose average (413) is more or less in line with their annual quota of 4,400-4,100 PRs for refugies (equivalent to between 400 and 425 per month).

They publish that info around the 20th of each month.
 
I think we are really stuck in a rubbish system.
The applicants from 2024 are getting their PR, the applicants from 2023,2022 are still waiting, and we, who are in Quebec, are completely forgotten.
They reduced the delay by one month, but the numbers are still the same as before.

Apparently IRCC have finally started the one-time initiative. I am glad to read in 2023 thread that people are getting their FD, P1, etc. in masses...

As per IRCC's estimated processing times, the plan is to process up to 7,000 applications per month.. Again, this is possible. If resources are allocated, IRCC can even process more than this per month.

At the same time, the number of new refugee claims has been consistently lower, with new claims down to ~2,600 per month (from up to 16,000 per month in 2023-2024). It seems that IRCC has managed to put the system back under control.

IRCC wants to clear this protected person backlog and transition us (protected persons) from the Temporary Resident classification to PR. This helps achieve their ultimate goal of having only up to 5% of total population as temporary residents.

The estimated processing times have not been yet updated. As far as I remember, there were 59,900 ahead of me (Aug 2025). I think this month it will be maybe ~53,000 or even less hopefully..

IRCC are doing their part, but are we doing our part? Are we fully aware and appreciative of the new life opportunity provided to us and to our families?

When do you expect that they would start processing applicants from January and February 2024? Because it’s so weird there are many applicants from 2023 who have received their decisions and from May 2024 till December 2024 who received their decisions. I don’t know what’s wrong with January and February and March 2024 applications.

The government wants to reduce the % of temporary residents but they also want to keep to their promise that they are reducing the number of PRs they accept annually. In 2026 that is supposed to be380k but we all know that will not happen if they include their one time initiatives. The number of PRs accepted annually is likely to have more political repercussions than the % of temporary residents so we’ll need to see if they actually accept 130k over 2 years of if it takes a bit longer to have less of an impact on the total PRs accepted annually. All we can do is wait and watch. Even if it takes longer it is still much faster than without the initiative.

Hi. Frankly, I don't know. IRCC started 'full' implementation of the one-time initiative only recently (maybe over the past 2 months).. There were around 20,000 applicants from 2023 who were still waiting finalization of their applications.. I think 'thousands' of them were processed recently.. but still there are tens of thousands from 2022, 2023 and 2024.. As per last-month stats, there were 59,900 ahead of me (Aug 2025 applicant)..

IRCC are working hard on this.. All we can do is to respond to their requests and be patient.. This is in terms of our applications... On the other hand, we all need to work hard to develop our skills, try to integrate, learn, and everything that we can to 'deserve' to be on this holy land.

It is not about bringing in new 115k but rather transition them from temporary to permanent status. 115,000 protected persons "who are already in Canada" and 33,000 temporary workers "who are also already in Canada".

If you remember the statements of ex-immigration minister 2 years ago, he said that 60% of 'newcomers' would be targeted to be from within Canada.. leaving up to 40% of the annual quota to be coming from outside Canada.

If you have been following the statistics, you will notice a huge drop of temporary residents. Part of this drop is attributed to this policy, transitioning temporary residents to permanent residents (temporary workers applying through regular immigration streams, protected persons, etc.)...

Over the past 2 years, not all new PR's were from outside Canada. According to these statements, up to 60% of them are from within Canada.

That being said, the government may, for one reason or another, delay or hold the full implementation of this one-time initiative.. This possibility is always there.

I believe that one of the main concerns of the government is the economy, particularly in light of the challenges of the tariffs and ever-changing economic landscape...

Recently, the government have been stating that the immigration system is back under control.. I think this is correct, given the statistics of temporary residents, new refugee claims, etc..
 
As for QC applicants.. I feel sad and frustrated and I pray and hope that there will be some sort of agreement / action plan between the federal government and the government of QC to expedite the processing of QC protected person applications..

A quick update to IRCC estimated processing times as of August 10, 2026......
There was a huge progress last month. For Aug 2025 applicants, ahead of me there was 59,900... Now it is 49,800...
Jan 2024 applicants.. it was ~20,000, now it is ~14,500, meaning over 5,500 applications were finalized last month..
Total number of new applications still not submitted PR applications.. it was ~98,000... now, even with new PR applications.. the number is ~93,000
Processing times for new applications it shows now as 13 months.. earlier in Jan 2026 it was ~18 months.

Unfortunately, this does not include QC applications... I have not had a look at any QC update..

As for applicants who submitted their PR applications from Oct 2025, apparently no one has yet received AOR.. It's been almost 10 months!! However, don't worry guys... IRCC is working hard on finalizing earlier applications (from 2021 to 2025)... You will be next soon..

Most of 2023 waited for +30 months to get their PR.. For us - 2025 and 2026 applicants - we need to be patient and appreciative of this one-time initiative.. Otherwise, we would have waited for 50+ months or even longer!!

I hope that IRCC continue with this full-speed processing, and I hope that IRCC will expedite the processing of outside Canada dependents.. It does not make sense for protected persons to become PR but still remain deprived of their loved ones.. I'm sure that the majority of protected persons have already established themselves and are ready to receive their family members who are living outside Canada.

The number of dependents of protected persons outside QC is less than 50,000.. I hope and pray that they will be fast processed.. We need our families with us in Canada.

IRCC is doing a great job!

We all should be grateful and appreciative... and we should absolutely do all that we can to pay back.. how little it is... this holy land.

Whether inside or outside Canada it doesn’t matter when you have a target for the number of PRs/yr. When IRCC exceeds that 380k target that they keep mentioned when they say they have decreased the number of PRs it will certainly matter to many Canadians. Your claim that there will be more than 380k new PRs but “only on paper makes no sense. There will likely be ~450k new PRs in Canada in 2026 which is much higher than 380k that was repeated over and over again. That is just a fact. Approving more protected people also leads to an increase in family member whether inside or outside Canada. The drop in temporary residents has very little to do with this policy since it only recently started being implemented and there are still quite a few people claiming asylum every month. The statement from previous immigration minister about prioritizing those in Canada for PR was only referencing economic immigration. You don’t follow immigration data if you think immigration is under control. It is under better control than it was last year or the year before but that isn’t saying much. It will take 5-10 years to get immigration under control. There are multiple immigration programs with wait lists in the decades. It takes around 1.5 years to get a case heard in court for judicial review and the wait times in getting longer. The wait time for an asylum seeker to get a hearing is 2-3 years for most people and is getting longer because IRB has stopped the approval without hearing. Just a few reasons why immigration is not under control. I am thankful that there are some positive steps being made but we have a long way to go.
