Also for may intake? And college also confirmed about getting me an attestation letter and also may intake has nothing to worry, are they lieing? Am so confused ?
I dont think it is applicable for the May intake, as per the recent announcement by the minister it is applicable for the students who applied to public private colleges after the 22nd Jan or the Session starting from September 1st. If you have applied before Jan 22nd and starting your session in May I think you should be okay.

The May intake in public/private partnerships are only a possible options for students who already have a valid study visa or and possibly those that had applied for their visass before the 22nd Jan. For students like yourself who haven't applied yet, there's no chance at all. Also, the provincial attestation letter (PAL) will be issued by the provisional governments, so it would be the student applying for it not the college, so based on what they're telling you, I'd advise waiting for them to inform you of your options to withdraw or be tranferred to their non-PPP type campus.

Not necessarily but you have a better chance esp if U of W. You need letter of attestation, funds, reasons to take program and justify costs with career opportunities in home country etc.
ill be going to western uni in ontario and well u of w is rank 112, western is at 114 in the same list. yes i would def need the attestation letter, i can easily show the 20k gic and the funds will be all covered, reason to take the program would be backed by my highschool history (me being an active memeber in my school IT club, i have rec letters from the IT teachers, having participated in numerous IT events since the past 5 years, interned at IT companies etc. and if i am able to show that i will be returning to serve my state back here in india and give credible reasons for it. now what do you think about my chances?

If attending a good public university in Canada I would be a lot less worried about getting a provincial attestation. IT is also a field of study that is likely to be prioritized by provinces a long with healthcare, licensed trades, etc. Ontario is getting significantly less spots than they have received in the past so it is impossible to guess how they will allocate their limited amount of spots. After masters and PhD students, students attending a bachelors program at a top 25 Canadian university are likely have the least to worry about. University bachelors students at top a Canadian universities are probably the most likely to receive a provincial attestation letter as long as their grades during high school were strong and they have good IELTS scores. Students that have low IELTS scores and low grades sadly may have been accepted by some good public university solely due to the fact that they will be paying significant tuition. Many don’t succeed when they do start their studies in Canada. Now that there will be limited spots requiring provincial attestation hopefully provinces, especially Ontario, BC and Nova Scotia, will have to prioritize students who are likely to succeed when choosing who to accept and award a provincial attestation. On this forum we often see that some of the people who worry the most have the least to worry about. Nobody can guarantee that you will get a provincial attestation or be accepted to Western but sounds like you have a very good chance and a much better chance than the majority of other students except masters and PhD students.

If the school is guaranteeing you an attestation letter yes they are lying to you. Many of the schools that are private/public partnerships are panicking as they see all their students withdraw. Many of there school will likely close in the next year if not earlier because most were dependent on international students. Many were sadly created to take advantage of international students and make money. Sadly the provincial government facilitated this and made people wealthy instead of focusing on the students and their education. Many of the public private partnerships have their schools in the GTA especially around Brampton specifically to attract the South Asian community. A large number of consultants recommended these schools to their clients because the schools pay them a higher referral fee than most other schools. Consultants were making a fortune recommending schools purely based on referral fees. Hopefully these policy changes will impact the referral system. The good schools don’t need consultants to refer students to them and don’t pay a fee. Having to change colleges to a public college is actually a good thing in the end for you.

Hi everyone. Do I still need an attestation letter after getting a CAQ from Quebec, or can the CAQ serve a dual purpose? I am going for a professional course, and my program starts in April. I was about to submit my application when the news came up. Do I have to defer?

It is a two-year diploma, I don't have much hope because there are two of us, my husband is the main applicant and I am applying for a work permit, with the new regulations I would not be able to work
Has there been an update, since the new updates I am sure our files won't be processed but i have already recieved medical update in my profile.

I am afraid our files might get stuck which is worse than a refusal because we won't be able to apply for any other program or with an attestation letter, I am really panicking right now.

You had also applied for a two-year diploma program? Because the update from today basically says:

As of 8:30 a.m. ET on January 22, 2024, most new post-secondary international students at the college or undergraduate level must provide a provincial attestation letter (PAL) from a province or territory with their study permit application. Immigration, Refugees and Citizenship Canada (IRCC) will return any application received that does not include a PAL, unless otherwise exempt.
...
International students whose applications were received by IRCC before 8:30 a.m. on January 22, 2024, as well as those who have already been approved for a study permit and intend to travel to Canada for an upcoming program, do not need to take further action as a result of the cap."

I don't think yours would get stuck, but unless you're from the exempt list, you'll be refused.

It was for a post baccalaureate diploma in accounting at the university of british columbia. As long as it does not get stuck I am fine with a denial, atleast then I'll have a chance of either changing to a masters program or getting an attestation letter. What do you think if untill then i dont get my file back and I upload an attestation letter using a webform.

I am in the process of applying for a study permit for my undergraduate studies and came across a new policy requiring a provincial attestation letter.

According to the provided link, it states that in-Canada family members of study permit or work permit holders don't need this attestation letter. I have attached a screenshot and the source link for your reference.
I have a two siblings in Canada ( one has PR (married) & 2nd one has study permit )

IRCC’s definition of family member is:

Family members
An applicant’s closest relatives, in the context of an application to IRCC. It is defined as a spouse or common-law partner, dependent children, and their dependent children.
https://www.canada.ca/en/services/immigration-citizenship/helpcentre/glossary.html#f

Assuming also that you are “IN CANADA”.

It’s unclear whether CAQ will be considered provincial attestation or there will be another program. I imagine there will likely be another program used for provincial attestation to attend a school in Quebec but we’ll need to wait and see.

You’ll still need to get a provincial attestation.

While some are expecting the PAL system by B.C to be ready earlier than Ontario, you'll likely still see your refusal before the system is in place.

In the long run, a masters might be a better option anyway, so if I was you I'd start preparing for that since we neither know if they'll ever have it before the 31st March nor how it will function especially with the number of people waiting to apply.

The thing is to be able to complete a masters in my field of study i.e Accounting, there is a requirement to complete pre requisites in form of a post bacc dip., no one can get a masters admit without that, that is the very reason prestigious uni's like ubc offer a pg dip in it. Otherwise I would have went for a masters only. My only other option is MBA, that to a general one not with accounting specialization
