1) Do I need to provide home country police clearance even if my biometrics in Canada is still valid and lived here past 5 years. - Biometrics has nothing to do with PCC outside of the fact that your prints are taken to check the criminal database. If you are applying for PR, you ARE required to provide a PCC for each country you have lived in for 6 months or more since you turned 18. It does not matter if you have been living in Canada for the past five years.
2) Photo requirements: Photo of each family member, do they mean spouse/children or also parents/siblings? - If its a PR Application then its your accompanying family members (persons you have added to your application).

So regarding question 2), it's for non express PR application. It says in the document checklist, "Include a photo for each member of your family, whether accompanying or not and yourself". I don't have any accompanying members and I will apply for only myself. So im going to assume family = spouse/children right?
