It's a bit too late to ask this question, but at least you're on the right track.
Use local courier if possible. Look for courier that have experience in delivering PGP application. e.g. HR and VW. As far as I know, they both open this weekend for customer to drop off the package.

Yepp I am thinking of going with VW. Let's see.

So what happens next, does anybody know?
If my application got into quota, will they charge my credit card right away (let's say today-tomorrow), or it will take days/weeks/months until they get to my package?

If accepted money would be deduced from your account in next 20-25 days.

You have to continue to meet the income requirements while the application is being processed and until your parents' visa is approved. If your income drops below the income requirements during this time, your application may be refused since you will no longer meet the sponsorship requirements. In many cases CIC requests new income evidence part way through the process to confirm you still meet the sponsorship requirements.

And if I did not get into the quota, then probably they will send the package back with a regular mail, right?

BTW, on the CIC site they've changed the Processing Times page, and now it shows timing only for the 1st stage of application, i.e. the Canadian part. I could not find the processing times for the 2nd part, i.e. in the local Visa Office. Wondering what it means and why they did that ::)

Since the anti-immigrants conservatives are gone and pro-immigrants Liberals are in power. Liberals have to fix the entire immigration system which was messed up by the conservatives due to their anti-immigrants policies. So you will see these type of changes often. Things will get better.

How is having 25000 applications per year for PGP good for immigration. This has led to 10+ years wait time for parents/grandparents under the liberal government. Putting a cap on 5000 PGP allowed CIC to catch up on the PGP applications before the cap and allow them to streamline the 5000 applications PGP per year. This would allow parents/grandparents a chance to get their PR in a reasonable time and get free health care to treat their age related illnesses at taxpayer's dime. I suppose you rather have someone's parents/grandparents pass away while waiting for PR under the liberal government eh?

That was lollypop, my cousin applied in 2010 and still waiting for her mother PR, just passed first stage.
With all the halts and than cap, they should have caught up by now, no?

Its all about priorities, if they can process 25000 refugees (much thorough checks needed in those countries) in a year, they sure can cut the backlog without cap. But I don't see any intention or motivation here.

Not surprising that there were no cap in 2010 up to the PGP freeze and there was a huge huge backlog of applications of PGP. It was taking CIC about 5 years just to get 1st stage for 2010 PGP. With your nickname being desi2, I am not surprised to see that your cousin's parents' country is probably India, in which the VO is one of the longest processing time.

So you still saying that backlog was because of number of applications and not CIC intention?

According to Jason kenney, in 2013 "we're on track for a backlog of 43,000 in 2015 and one to two year wait times", http://www.cic.gc.ca/english/department/media/speeches/2013/2013-05-10.asp
I would clap with both hands for this decision, if they actually achieve one year wait time, oh well I forgot its already 2016 (as i said 2010 is still waiting), lolipop.

And with your expert analysis, India VO is slowest (second stage). So the wait time for my cousin will be another few years, right?

I believe that 43000 backlog figure by 2015 probably meant 43000 as of 31 Dec 2015.

I agree with desi2 that many many applicants from 2010 and even some from before are still waiting for visas. If there are still about 40000 applications in the backlog it will take at least 2 more years to issue them all visas.

Neither the conservatives or the liberals promised to increase the number of PGP visas issued. Just increasing the applications accepted from 5000 to 10000 does nothing other than increase the backlog if more visas aren't issued. Not that the liberals have increased the cap to 10000.
