ECAS is showing decision made although I haven't checked it for ages, so I don't know when / if COPR was mailed. Does anyone know if the COPR is mailed from Paris or from within Canada?

Email them, but they don't always respond. You could order your GMCS notes to find out how far they've gone processing your file, but they take 30 days to arrive.

Or buy a cheap bus/train ticket out of Canada even if you don't intend to use it (say Vancouver to Seattle or Montreal to New York). After all, what the airline/customs wants to know is that you will be leaving the country, the method of transportation doesn't really matter and there's no law...

What the website doesn't say is that as of February this year there have been changes in the way the PGR processes PCC requests for applicants who are outside Mexico. I don't know what the changes are and no information has been made public, but I can tell you what we read in our GMCS notes...

I wouldn't be surprised if that's the case, and it wouldn't be the first time it happens. That sentence "We will accept the copy of your FBI report as it does appear that you have previously submitted the original" is the giveaway. It does appear to be so, it's just that we can't find it...
