Am I right in thinking that COPR is sent to the applicant from the visa office abroad?

Also, is it sent via registered mail?

Yes that's right. Manila sends it by courier, COD (for the courier charge).

Manila sent me by DHL.
I received in 7-10 days after I got DM on website.
