Yes, first apply for visa and then pay the tution fee afterwards. Nobody can tell you if it will be approved or rejected. There are several reasons than only the proof of funds to get rejected. (f. exp: Travel history, lack auf authenticiy)

You have to proof that you have sufficient funds for your stay and tution fee. Means: 10.000$ + tution fee for one year. If you can't proof this, ur visa might be refused
