I do not think you will be asked to send any documents to country office specific HC, because the whole purpose of sending all docs to CIO was to reduce 2 layers of applications, thus time (at least that's what the immi minister told in their press release), so it confuses us now! you can call...

Thanks! I was speaking on behalf of other person who is going her PhD offer at Queen's U. Any one else wanna comment. I still trust this is possible from home country although the applicant's present address will be changed just after the applicaiton.
