There's one really weired thing happened when I sent passports to Ottawa. When I tracked my package on Canada Post website, it was successfully delivered, but the signatory name provided was OTTAWA U REFUSED O U REFUSED! I called Canada Post customer service and they said that the signatory name...

In my university, I have to get a pr status to be able to get refunded.

It was Dec 31, 2013 in the first note, and then it was changed to Feb 28, 2014 probably due to the strike, but I got med request in Feb 16.

Just an update. I received my wife's passport today. It went through the customs in US and Canada and nothing happened. The courier I used is DHL. But probably I'm lucky.

I don't think your wife can mail her passport to CIC directly because the email clearly says that "passports for you and all accompanying family members must be submitted together".
