WP Extension with Employment-Restricted Nomination

When you submit an application for wp extension, in the document checklist it still says we need IMM 5802 form (Foreign National Exempt from LMIA) with a proof of payment.
I understand that the employer has to register in Employer Portal and pay the $230 online. But how about IMM5802 form? Do they still need to fill it out?

Isn't it listed on the optional document section? As of now CIC won't accept IMM5802 anymore except for special circumstances but if you are registered on employers portal, you shouldn't submit IMM5802.

Oh ok. It's just that the checklist has not been updated since February of last year and Employer Portal thing started only in November of last year, maybe that's why you can still see IMM5802 on the checklist, quite confusing I must say.
Also, if my provincial nomination has already expired, do I only need to show a proof that CIC received my federal application before my provincial got expired? Again, that's what it says on the checklist.

Hello all!!
I was on SOWP, got a Nomination from Ontario and had applied for my BOWP a few months back and today got an ADR asking "Please provide a copy of Nomination letter indicating that your employment is unrestricted" whereas there is no such thing mentioned on my Nomination letter received from Ontario . Neither a job offer was a condition to get Nomination. I have already attached my Nomination letter with other documents in my BOWP application. Can anyone explain! do they mean to attach the same Nomination letter ? What do they mean by Unrestricted Employment ?
