Work permit refused but CAQ still good

hi, the CBSA gave me an Exclusion Order because my work permit expired and I wasn't able to proof right at that moment that I have enough money to support myself until I get the work permit. My CAQ is still available until July 2020. The reason I did not renew my permit before was my new passeport that I received exactly the same day as my work permit expired. Now I really don't know what to do. I will return to my country of course, but is there anything I can do based on my CAQ still good, letter from employer ? Please help, looking for advice ! When did you get the exclusion order? You cannot return to Canada until the exclusion order ends. If you want to return to Canada earlier (before your exclusion order ends), you need to apply for an ARC.

Can i still apply the ARC based on my Certificat d'acceptation Quebec initially issued ? Or does the employer have to restart the whole process ? I got the exclusion order after 3 days over permit expiration and my new passport I received it the same date as my work permit expired. I really didn't know that I could've send a form before my expiration without completing the passeport dates, my mistake
