My application is being processed now. I listed my occupation as 4021 Vocational and College Instructors.
I have a Bachelor's degree in the English language and I have 12 years experience teaching English courses to the Greek community in Cairo and I work in the Educational Section of the Greek Patriarchy in Cairo which conduct English courses all year round, I also teach Greek to newcomers, but I didn't mention that in my application as I don't have any training at a University level in Greek (should I had mentioned it in the application?) .
I submitted an appointment letter and a work experience letter, in addition to the salary register for the last 12 years documenting that the job was a paid position. I had also been enrolled in basic training at the Patriarchy to be eligible for the position and I was awarded a certificate qualifying me for the position. I submitted that as well. The last document I submitted was a certificate from the Ministry of Education stating that that I had passed the basic course required to teach English for those without a Bachelor in Education.

Does this make me eligible or will my application be refused, and if so, why?

When did you apply, and under which stream?

For Federal Skilled Worker, NOC 4021 was not on the eligibility list for either June 2010 onwards (the 29 occuaptions) or Feb 2008 to June 2010 (the 38 occupations), although for the latter NOCs 4131 (College and Other Vocational Instructors) and 4121 (University Professors) were on the list.

Did you mean 4131?

It doesn't sound like you are teaching these courses at a college level. It sounds like you are teaching beginners.

No, well in the center there are people that teach English for beginners, however I am the head of the English Department, so I teach English at a highly advanced level (equivalent to C2 of the CEFR) and it is mainly aimed at the workers of the Patriarchy, but regular people can also enroll, so wouldn't that qualify me as an instructor in a private institution?

The thing is, if your application is truly IN PROCESS, this means you have already passed the eligibility review at both CIO and the visa office and are now in the background document check phase of the process. This means they believe you are eligible having looked at your documents and work experience. Now they will be checking to make sure your documents are genuine.

If they believed you did not have sufficient experience to match the duties, I believe this would (or at least should) have been picked up during the eligibility review.

At least in theory, once IN PROCESS at visa office you should only fail if the authenticity of your documents is in question, or later down the line for medical or security reasons.


Can anyone else concur/disagree?

The thing is, I asked the local embassy here about my application and they replied stating that my application was being processed, assuring me that that does not mean approval of the visa, as the visa officer in charge of your case has not provided any conclusive information regarding your case and is still looked upon in the centralized intake office, so the only thing worrying me is whether they would find my work experience admissible in respect to my nominated NOC. So based on the information provided above regarding my work experience, are there any grounds for dismissal of my work experience, or are the documents provided consistent and matching to what is required?? (Especially that I taught a pretty advanced level of English to what can be considered a private institution, correct me if I'm wrong please.)

When did you apply? Best collect CAIPS note to see your status if your application is assessed or not and your score.

A lot of instructors have had their application rejected because they fail to read/understand the requirement properly that their teaching leads to a college level accredited certificate/diploma/degree or they have trained/taught students of college level and above or they have been with private training establishments, companies, community agencies and governments to deliver internal training or development courses. (Source HSRDC website)


I hope you have proof to establish that your institution is community agency and have sent the same.
Its not only what you teach ,its also to WHOM and WHERE . The onus is on us to prove the same with regards to the requirement about the institute/agency/establishment.

In my letter of work experience, my employer mentions that the Patriarchy's educational department IS a private training establishment offering service to the community and public and it mainly offers language and other miscellaneous courses to those who request it, but is mainly targeted to the Greek community and the Patriarchy workers. and that the designated employee was responsible for teaching advanced level English equivalent to C2, and is eligible for that, also stating that the Patriarchy is related to the Armenian church and targets youth, and Canada defines community organizations to include church and youth groups providing service.

What other proof is there that I could have submitted to prove that it was a community agency?
PS. The Patriarchy is registered in the Ministry of Foreign Affairs records, and they give rights to the Patriarchy to provide any services in condition that they do not harm the interest of the Republic, however they refused to provide me with such records.

Isn't this enough??? What more could I have submitted? (In case I get rejected and qualify for 2013 revised FSWP...)

Did you include proof to demonstrate that the courses are taught at a college level? I think this is where the weakness in your application may be.

Hi, does Egyptian rules mandate any type of registration for such institutes ?
Do not worry too much about it. CIC has its own ways of determining a lot of things.

If you haven't taught below the college level of education or students ( Kids under 18) then you will sail through.
Its good to keep a few things ready in hindsight .

I would again urge you to order GCMS/CAIPS and prepare yourself accordingly !!
