why the processing time differences?

I have been checking out the website (http://www.cic.gc.ca/) and i noticed that applying for Canadian PR in Asia, Africa and europe takes considerably longer than in the Americas, is there a reason for this?

More applicants, more document fraud so everything has to be checked, lack of computer access to information, especially criminal records.

I guess it also has to do with political relationships...

I figure the relationship and trust with the US, UK etc... is considerably greater than with countries like Iran.
