Does goes eligibility start or also background or both? I never received a message once I got my aor 2 letter. It just went from received to processing?

Basically it is when 'processing' begins at the visa office - this includes all parts of the processing that remain, but most important of which is the eligibility of the PA (both the individual and the relationship evaluation). [Not to say that the others are unimportant but rather assuming that for most applicants, criminality security etc are not an issue, even if they can take a while, and mostly done by asking other agencies.]

Not all visa offices send a formal AOR2, however - so the change in status (eg received to processing) is usually assumed to be the same as an AOR2. Whether it means exactly the same thing is debatable.
