hello everyone,
I have applied for permeant residence under spouse and common law in Canada class, my sponsor received AOR and I then applied for sowp and I received the letter to attach with my present work permit but that work permit is a coop work permit, I received it with the study permit which I never used because I dropped out from the course. I was supposed to start September 2024 but did not. I had pgwp from previous course which was expired in march this year so I'm on visitor status right now.

what is the meaning of this letter, does this mean I can work full time?

There may be concern that you are actually in Canada without status. So you initiated the study permit and then dropped out? You would have then lost status for not following the terms of your study permit.

Did you apply to extend your stay as a visitor? Did you apply for visitor record? You do not automatically become visitor once your PGWP expires.
