Can you share your timeline? About pickup you either needs to go to VFS or Blue Dart Office.

You cannot apply directly to a visa office. You can either apply online or through a paper submission

It's pointless to send a IRCC web form. They won't make a decision until these background checks are completed.

It's not about PCCs. These could be checks for security, criminal, identity, etc
