Visitor Visa Approved (Visa Number Generated) but showing Background Verification in Progress.

My passport is submitted to IRCC since 21 May 2025.
On online portal, VISA is approved even via number is generated however background check showing 'In Progress'.
What does it mean?
I think background verification happens before approval and visa number generation.

Can any one help? I am waiting for my passport collection.

It will take at least 3 weeks from the date it reached IRCC office delhi to receive back passport
So you should get some update next week

UPDATE!
I applied for Visitor Visa on 09 May 2025.
Given biometrics on 14 May 2025.
Got Passport Submission Request on 14 May 2025
Passport Submitted on 16 May 2025
Passport reached IRCC on 21 May 2025

I received "Eligibility Completed and Background Check completed on 04 June 2025 at 10:00 AM."
Then Received "The decision envelope for your application, tracking ID No.XXXXXXXXXXXXX has been dispatched from the IRCC Office, to the Canada Visa Application Centre in CVO-NEW DELHI" at 11:00 AM.

Later, I collected from Delhi VAC around 4:30 PM.
