What's the issue? Your son can still apply for UofT. He can apply for in-campus or off-campus housing. You would just have to buy a plane ticket for him to move there. You don't want your son to take care of himself?

Edit: You were in Quebec last year but now you are in BC. Likewise, while your son is currently in BC, he can move to Ontario next Fall for university.

@steaky As you know, we moved to BC, it wasn't easy financially. He got his admission offer in UofT, however the residence, meal, tuition, flight altogether cost a lot. This is why I am hoping to get domestic fees in UBC as I do not have that much money. Else, he'll have to wait till we get our PR. Am I missing something because I don't see that we are on the same page

Since child is staying in BC and planning to attend and has been accepted to UBC then just ask the school. No one can tell you if domestic fees will be implemented.

Update: Finally, the issue has been resolved. I sent an email to every department of the university, they played around among their depts and lastly, they asked for NOD and my daughter's driving license.
Finally, a relief!

My suggestion for future students: Please do not just make an appointment with the Global Pre-Arrival Support (GPS) Advisors; send an email explaining the situation to every department in one shot. Disclaimer: It may vary from university to university.

Most universities have very little knowledge about immigration. The only department who can really make a decision about tution fees is the billing department. AIP is very different than NOD for protected people especially for H&C because it doesn’t guarantee PR (PR not guaranteed for protected ppl either but for a few very serious reason like active criminal charge/certain convictions) and especially not within a certain timeline. The fact that they asked for NOD shows how little they do understand about immigration. You may need to educate or attach literature bout H&C and also make sure you do your own research versus relying on a university to ensure that you have the legal status to study. The other question you may want to ask is whether the department is expecting you to be able to show that your child has received PR and within a certain timeframe. Will you need to prove your status in Canada annually if you don’t have PR? Your child still needs a study permit to study in Canada unless they already have one. Do all your family members have legal status at the moment in addition to the AIP from H&C? AIP with H&C doesn’t prevent removal although in most cases you can argue that you shouldn’t be removed when you have received AIP. Given H&C is no longer a functional program and processing times is often decades and time between AIP to PR (if approved) can be years so how H&C applications are being treated has changed a lot. A few years ago most wouldn’t even be removed if there was an active H&C case which is no longer the case.

He can apply for scholarships and student loans if he is eligible. When he is not at school or studying, he can try to get part time jobs to pay for his meals. Also, unless you live very close to UBC, wouldn't he live in campus or near campus? Otherwise, he would have to commute and spend lots of time in traffic. Apart from UBC, he can also try SFU, BCIT, UNBC and Uvic.

My personal experience last week says it's better to contact each department. i.e., admission, hospitality, international student, etc. Because what I felt was that they can provide the information when you question them specifically. It's like A,B,C,D ..... then they understand and can answer you. Please contact the university.

It was not about immigration. It was all about the documentation. The university had the answer to my question; for me, it was all about reaching the right department. I did not ask my inquiry in a random thread; I started a new thread for my problem, particularly.

I understand you know a lot about immigration and all. For God's sake, please don't demotivate people, as you always tried to do in the 2023 thread. Thank you!

I contacted them already. Admission department transferred me to international one and they said they can't until we get ecopr. As @canuck78 mentioned AIP in H&C is different and I believe TREATED different too then refugee. I tried SFU, BCIT, KPU and everyone has same answer. I wish we won't have to wait for ages to get ecopr. It's very weird that one province can accept and other can't. I think the rules should be same across Canada. Anyways, I will try to contact MLA and see if he can help us, as $9k vs $68k is huge :(

So seems like you cannot get domestic fees so your child will have to wait until PR. It is not weird because education is a provincial jurisdiction. Move to Ontario if want your child to get post secondary education.
