What's the issue? Your son can still apply for UofT. He can apply for in-campus or off-campus housing. You would just have to buy a plane ticket for him to move there. You don't want your son to take care of himself?
Edit: You were in Quebec last year but now you are in BC. Likewise, while your son is currently in BC, he can move to Ontario next Fall for university.
