so i see that getting married and needing to move to be with your wife is a good reason to volentary quit and justifiable with the employment department . but would we have been eligible to receive the benefits , since we had no work permit or ability to go to work right away , would they have accepted the fact that we could have looked for a job that the employer had an LMO already . wishing we had filled for UI now maybe

Are you asking if you can collect unemployment insurance in Canada?

In order to receive unemployment insurance, you must have worked in Canada, and paid the unemployment insurance premiums.

And also to meet the minimum number of hours worked for your area. The first time you apply, there are typically more hours required (900 hours) and later claims typically about 600 hours. EI is not free! All people who work pay into it every paycheque, so that Canadian citizens and Canadian PRs (who qualify through payment into it and hours worked) can access it in times of need.

No idea about how it works in the US, but for Canada EI, you have to be available to work Monday to Friday, and so once you leave the country, you forfeit that week's EI payment.
