As per this info, your application has passed the R10, most likely Criminality.

To see if your BGC has started and where you stand, look at the second page of the GCMS notes. There you will find a section which has the following:

Misrepresentation

This will indicate the actual status of your file.

Then you can go and see the last 4-5 pages, which has the actual notes of the agents and confirm what is happening. The things you have provided are merely when and where the application has moved.

Actually I noticed ready to finalize is written when an applicant pays Right of Permanent Residence fee upfront.

If an applicant doesn't pay Right of Permanent Residence fee upfront, instead of "ready to finalize" they have "outstanding documents not requested RPRF"

So having ready to finalize written in your notes doesn't mean that your application has been approved. Your application will be transferred to the local visa office where it will be processed and be re-evaluated by a visa officer using local knowledge. it is during this stage that the officer either clears you if satisfied or ask for adr if he or she finds something fishy.

But it is good news that the case analyst is recommending you passed. The final step is the officer at your LVO.

Once the agent has approved eligibility, no further re-evaluatin takes place at the leave of LVO. However, in case there are issues and further investigation needs to be done, then the LVO will be instructed accordingly or sent before the eligibility is recommended passed, which depends on the LVO. Most LVOs do not have enough manpower and agents trained to process PR applications, which are mostly taken care of at CPC, or CPO.

I have written extended posts on when and how eligibility is met, I will not argue with you over here. You are free to go and read them or have your own opinion. Just you let you know, not all application go to LVO, and for those being processed in Canada, the LVO is CPC, Ottawa.
Also read the ministerial instructions issued so far with regard to EE.

The case analyst only views application at face value since they are not aware of local laws or ways.

The only law for eligibility which is taken into consideration is the IRPA and the Regulations. As regards the assessment of work experience, and reviewing of the reference letters is done by the program analyst. Unless you have a weblink or have worked for IRCC, which says that LVO is conversant with the local laws and customs, which would be hilarious as all local visa offices are staffed by members of the Canada Foreign Affairs officers, and not immigration officials, which are two different agencies.
