received a letter along with my passport stating send it only when we will ask for it
Can you tell a little detail about your case. Are you single applicant ? Did you have any status change eg spouse addition ?
Okay, are you outland dependent of inland primary applicant? If so, do you need to send passport only when inland applicant is issued an ecopr?

Strange, you need to check with IRCC. Check if ppr was sent by mistake or is there anything else missing. Since your husband is in Canada, he can call IRCC which I think would be fastest way to know. Best luck, everything would be fine
Okay he can call IRCC or call local MP . Local MP will give him immediate details on the same.
