Are you people applying for spouse visit visa under family reunification? Is it immediately after applying for Outland spouse PR or without a PR application in progress?

Will the visa officer not reject the visit visa on the basis that you won't go back to your home country?

So, has the liberal govt fulfilled their promise? "Implement a program to issue visas to spouses and children abroad while they wait for the processing of their permanent residency application, so that families can be together sooner"

This is merely a mandate for now. We have to see what unfolds.

Almost guaranteed that will happen. If they know you have a spouse of gf/bf abroad, there is no chance for a TRV. As some experienced members here have said many times, it's the kiss of death for a TRV applicant to admit to a relationship with anyone in Canada. The "promise" (I doubt that it can fairly be called that) is more in the nature of a deception. As one senior member said recently (and I suppose I must reluctantly agree):
So, you see, this "promise" is really a trick to smoke out those who would seek to bring "3rd world girlfriends, boyfriends and spouses" here on TRVs. It's a ruse to get people in that situation to identify themselves so they can be blacklisted. This government is populated by lying, deceptive swine who will do their utmost to bar those in relationships from being reunited. To be a VO, you must pass muster as a sadist. So, do not fall for it.
Excellent points.
Now again, mind you, I'm not saying its engrained in STONE that if you have a playmate in Canada and you tell them about it, that you are 100% gonna be refused.
There are always exceptions to the rule the officer might be in a great mood maybe he got some last night so you are lucky and get the visa.
However, as a general rule of thumb, admitting them you gotta a significant other in Canada only will add to a STRONG TIE to CANADA...why you want extra weight on the Canadian tie if you can keep quiet about it, by all means keep quiet....stick to the Niagara Falls story.

EDIT: Wait, you were the one trying to "harpoon" my GF/BF blacklist thesis.
Now you pull a 180 by saying its a "Ruse" to deceive us and to identify us...LOL

Visa officers world wide are having night sweats and panic attacks over this.

Spouse from Nicaragua applies for TRV:
No travel history, $1 in bank account, unemployed, lives in her parent's house, 3 previous TRV refusals...1 ONGOING spousal PR application.

VISA APPROVED !!!

I have a question. Is processing time calculated including business days only? Does the count start from biometrics received date or original application date? How does that work?

Congratulations! Would you mind sharing the timeline of her most recent TRV application?
