You can get it stamped from third country. and then travel to canada from there.
So, I also need to visit India and I've applied trv on 4th March and no update yet, What if I visit India and if I get PPR then can I send passport to local VFS or to Ottawa from India?
seems that you have to submit the passport to the country which you are physically present at. So if you are in India, you should submit the passport to local VFS in India.

From my experience, I would suggest you to get everything done in Canada and then travel to India only after getting the Visa stamped. In India there is no proper response for emails or calls and its taking a lot of time to get things done.

Thank you so much for the advise, I'm trying to get help here from MP office but they are of no help. my marriage has been delayed for 18 months now and it's kind of emergency. I'll double check with IRCC.
