I'm still waiting as well.
Some people have mentioned that some applicants from October and November have been hearing news but nobody from September yet. Isn't that a bit strange? It doesn't sound normal at all that an entire month is skipped with only a week left to start of the month and the Labour Day long weekend. I'm just surmising logically September applicants should be dealt with first, then October and then November. Don't get me wrong we are happy for anyone that received news but some sort of procedural logic should be followed.

In any event, once your file has reached the 12 month mark from AOR you are within your rights to start inquiring officially to IRCC via webform, to AVO via email and to your MP as well as the Minister of Immigration. They then have to provide an explanation for the delay. They cannot provide a generic answer at that point but an actual explanation because the 12 month mark has passed. Apparently they are not procedurally obligated to answer any inquiries until the exact 12 month period has passed and that's why most people get generic responses or no responses at all when they inquire before.

How long does "eligibility review" actually last?

Is it true "background check" starts after the passport is submitted?

In most cases, background check starts after submission of passport and in few cases, it's updated just before PPR.
Not sure about eligibility review but mine was done in about a month, and was done before PPR, got to know through my MP because my account wasn't updated.

Is the visa office on holidays this summer as its been very quiet the last month or so? There's a long weekend coming up too. Maybe they are unofficially on holidays this summer and also short-staffed? Any ideas as to why there has been lack of timely processing of files?

Yes it takes a long time, at least 12 months from the date of the acknowledgment of receipt received from IRCC.

When did you get acknowledgment of receipt from IRCC?

Yes, there are applicants with dependants here on this forum. Sometimes it takes even longer than 12 months when dependants are involved, and having dependants does not expedite application processing times. The processing time currently for AVO is about 12-15 months. Only rarely are applications granted before the 12 month mark from the date you receive your acknowledgment of receipt letter from IRCC.

The mandate used to be to process 80% of all files within 12 months, however, that has been changed to having to process all files within 12 months.

Also, have your ordered your GCMS notes? They will show any red flags that may be holding up your file. Please order your GCMS notes as soon as possible if you have not done so because it takes at least a month to get them and they are backdated to the date you order them, not the date you receive them, but also please send an inquiry to the various departments as soon as possible.
