I'm in the same boat - submitted Wednesday of last week. For some it's just over a week, for others it's a few weeks. Nothing other than just waiting . If you are able to get into ecas, once it says decision made, it's usually a few days later .
oh thanks. We submitted almost the same time.

Has anyone received request for doing biometrics at a VFS/vac centre yet?

Starting July 31 it is mandatory to give biometrics in order to enter Canada for PR applicants among others but it is not clear if that applies to pending PR applicants.

In the list of exemptions it does not clarify what requirements are for current and pending applicants.

It seems that everyone whose case will be dealt with after July 31 will have to do this extra step.

Any help is appreciated.

On the list of exceptions it doesnt state that pending applications are exempt so that's what I am inquiring about so since it is not listed it would seem to apply to everyone entering Canada after July 31 and that we will need to do the extra step if physically entering Canada after that date. There will be an extra cost and delays as biometrics are usually done by appointment at the visa centres.

The wording on their website says this:
Starting July 31, 2018, you will need to give your fingerprints and photos (biometrics) when you apply for a visitor visa, study or work permit, or permanent residence if you are from Europe, the Middle East or Africa.

To my understanding the key phrase is "when you apply".

It seems they have amended the exceptions on June 29 to state as follows:

  • temporary resident applicants who have already provided biometrics in support of a permanent resident application that is still in progress

please who has the link on cic or avo website where it states the passport validity period must be at least 6 months valid at the time visa will be stamped on it?

No idea where it is on the IRCC website, but it definitely says it in the PPR email you'll receive:
  • There is an individual passport for each family member accompanying you to Canada. Children must have their own passports.
  • Each passport is valid for at least 6 months from the time you come for the visa.
  • Each passport has sufficient free pages (two required for our visa, plus pages for any transit visa)

By this week lots of people got their visas back after rain of PPR in June and a lot of people are currently waiting to get their visas. Most files from January to June 2017 seem to have been wrapped up. There have been PPR given for even July, August and November 2017 applicants but none for September or October. A bit strange. Also there is new staff at AVO and some outgoing. Hopefully they will continue with good news.

Has anyone from September or October received any news yet (ADR, interview request, PPR)?
