I've kind of hardh of it but not sure if it's a rumour. I've read somewhere that they can. I don't have specific examples.
Not sure because i reloaded a month after filling my application which means my address changed but i kept using the old address throughout the application process and even used it in Canada on a couple of occasions.
Addresses are not "correct" in our part of the world remember?
It may be that I heard the same as @Gallant1010 suggested - only inland. Not sure they could any other way .
August applicants are already receiving PPr .. so September and October are close
