Have him call CRA (Canada Revenue agency) and they can let him know or not. I suspect yes, but have him call to double check.

Finally an update on the CIC website..

Accra's processing time went down from 16 months to 14 months. It's worth noting that this is the worst case scenario, but it shows that Accra was fast last year.

I guess that's good news to end to the week
