I had my oath yesterday(Oct 14th) and the Minister was there. 
I don't what(if anything) is different but we had a round table discussion, organised by volunteers of the Institute for Canadian Citizenship. There was coffee, tea, muffins, Tim Hortons and cake. They also gave us Tim Hortons gift cards.

I believe snacks are there always. I remember seeing it at ceremony yearsss.... back when I went for oath too. Minister, Media etc. etc. are occasional...
