family ties in Canada and country of residence is one statement.

They are not just asking you about your family ties in Canada. Don't make up your own statements.
I know the statement is one. I only took the first of part of statement to clear my doubts because that's the part I didn't mention anything about. I do not have ties in Canada. And the second part I did cover (both UAE and India) with all of the ties I have, nothing left out.

Not having family ties in Canada is good for study permit profile. It seems that you have failed to show stronger ties with country of residence i.e. UAE
And how do you prove ties to home country if you're only a fresh high school graduate with no job or business or literally any property in your name and applying for an undergraduate degree?

So they are asking for your family ties in Canada and your country of residence. If your family resides in Canada or your country of residence, then you have to explain then on your application form.
Why do you question their decision then?

Can I not ask a doubt? Idea or rather intention here is to understand refusal reason better so even if I intend to reapply later (which is highly doubtful at the moment) I can carefully address the VO concerns next time. Not just for me but also for many others who could probably be struggling with same doubts or concerns. Questions raised were with genuine intentions seeking some expert advise/thoughts here, please do not misinterpret ones true intention and motivation to fix things that can probably be fixed with careful considerations next time. I do respect VO decision and thought I mucked up somewhere. Well , if you read my post with genuine interest to help you would understand just like others did. Thank you for your time.

Your family ties is not satisfactory that you will leave Canada at the end of your stay, therefore the decision is made for refusal.

If you can address this concern you are welcomed to reapply.

Seeing that you're not living in your home country, the visa officer cannot be certain that you'll be returning to home country at all.

If your parents are financially strong and you are staying with them then it is a good sign. Just show the document to support the same.You need to show intention that you will be back in your home country to take care of them (Quote your future plans). Pick the program wisely which can enable you land a realistic and a good job back in your country after completion of your studies. The program should be in line with your study history and should be a progressive one. These would suffice to show good ties to home country and future job prospects.

I have lived in UAE for a long time with "legal status". At the same time I have also lived in India.
Does not matter if you are legal. It means that you are willing to work and live abroad from home country meaning you are less likely to go back home. Most likely, your intention is just to shift from UAE to Canada. That's what it looks liek

In short, the only way to successfully apply for study permit in Canada for you is to apply for Masters in one of Tier 1/2 Universities and show stronger ties to India. Application with Diploma, post graduate certificate will always be denied due to dual intent + 13 years of work experience.

Bachelors in Commerce (2006) - India. Started working since then. 13+ years of work experience. 11 years working as customer operations specialist under Supply Chain Dept. Opted to do a diploma in BA majoring in Supply chain Management. But coming to think of it I should have opted for a PG in operations/supply chain or International Business trade management as my role is more in line with this.

PG/Diploma is a backdoor into Canada for PR. You know it, I know it and visa officers know it. If the story doesn't fit you'll be denied. You have 13 years exp, manger or even VP level. Why the heck would you know a worthless diploma in Canada...unless. So yeah, follow Jigzy's advice

@ jigzyy , I did look for Masters in some of the so called Tier 1/2 Universities but someone with 12th - 65% and BCom : 58% will not stand a chance to meet their admission requirement. Only reason I chose diploma is because of the minimum admission requirement.

@ tapperb, I am not anywhere close to manager or VP. I already mentioned I work as customer operations specialist for 11 years. And before that customer service representative for 3 years.

I do not agree that diploma is worthless education. For that matter any level of education isn't worthless. But yeah for my profile I agree I should pursue a higher degree and I see the point, choosing a diploma has weaken my application leading to refusal.


Dual intent - is it not legit?

Willing to work and live abroad from home country is it wrong? Shifting from UAE to Canada legally is wrong? So if I shift from India to Canada then it is OK?
