Applied inland as sponsorship 18 months ago and received initial assessment 9 months ago.
I called Immigration office but was only told that there is nothing wrong so just keep waiting more.
I was expecting i should get final assessment by now, so already got a flight tickets to see my family back home.
I didn't see them for 5 years and i really miss them, i must go in this Sep., because i cannot return the tickets.
But i am still not getting my finial result. WHAT SHOULD I DO?
I wasn't even asked for extra documents, then why it's taking so long... :'(

Have you asked them to look into you file? They could have already sent you something and you didnt recive the mail. You never know. Call CIC up ASAP.

I agree with CrazyLucy. But I would also recommend that you order your FOSS notes. I will provide a link at the bottom telling you how to order them and what they are. Also, you could get your local MP (Member of Parliament) to discuss your application with the IO's and see what could be taking so long and try to push it forward faster. Good luck.

I've called last month but they told me that it's not been 9 months yet so it's normal processing time and nothing wrong with it.

If they say it is "normal" you can not do anything...and no one on your behalf can.
Try contacting your MP who can get you a better reply from CIC, or stir things up as it happens with outland applications all the time.

Good luck.

If you need a visa to get back into Canada, do not leave. They will not give you a visa to get back in, and then your inland application will be rejected. You'll have to start over, and all your waiting will have been in vain. Better to lose the money on the plane tickets than to have to go through another application process.
Anyway, you might get your PR by September.

Have you looked in the Operational manual?
Some excerpts from OP 1 Procedures:

8. Procedural fairness
Communicating adequately and accurately with applicants:
Officers should give applicants adequate notice regarding the
process or the interview that will result or lead to a decision.

Processing without undue delay:
Officers must show diligence in processing applications. Visa
offices must not appear to frustrate processing through
unacceptable delays. A delay that cannot be justified is a denial of
procedural fairness.

Applicants must receive fair and equitable treatment:
Officers must be consistent in the treatment of applicants in similar
situations.

===============================================================

NOT GETTING IT? WHAT YOU CAN DO ABOUT IT...

A) Individual case inquiries related to the decision or decision-making process
• Visa office e-mail address.
If there is no reply after 30 days or if there is a disagreement with the reply, you may contact Case
Management Branch, by e-mail at case-review-im-enquiry @ cic.gc.ca and copy the responsible
Director for the geographic region by e-mail (preferred) or by fax to 613-957-5802.

B) Local office procedures
• Immigration Program Manager via the visa office e-mail address.
• If no reply after 30 days, you may contact the Director for the geographic region by e-mail
(preferred) or by fax at 613-957-5802.

C) Quality of service complaints, or situations involving possible professional misconduct or malfeasance
• Immigration Program Manager by e-mail.
E-mail address format: firstname.lastname @ international.gc.ca.
• If no reply after 30 days, Director for the geographic region by fax at 613-957-5802.

D) General procedures, procedural consistency between offices, operational policy, global
processing times and levels
• Director, Operational Coordination, International Region Branch.
If a reply from an International Region Director under B, C, or D has not been received after
30 days, a follow up may be initiated to the Senior Director, Geographic Operations, by fax at
613-957-5802.

E) Immigration (selection) policy
Write to the appropriate Director within Immigration Branch.
• Family class: Director, Social Policy and Programs

MP really do help in speeding processes for Outland apps? I just met with my MP for my wife's PR, and his assitant said she was going to write an e-mail and ask why it is taking so long..

I read received initial assesment? Does it mean you got AIP/ Approval in Principle or was your case transferred to your local office? If so, what your local office is? If you are waiting for an interview to have your relationship assed it can take up to 9-18 months from the time of transfer to get an interview date at certain local offices which have huge backlogs- like Calgary, Scarborough, Etobicoke, Edmonton.
Order your FOSS notes, find out where your file is and what happened with it from the very beginning.
I would say, if your file was transferred it is a normal timeline, if you received AIP, then something must be wrong as I really don`t know anyone who waited that long for 2nd stage inland. Actually, Eyeoftheocean, but she had security interviews. (hope Eye, you don`t mind that I mentioned you.)The the total processing time is max. 18 months without a file transfer.
Contact your MP and get him/her involved!

I can see how this night be stressful and frustating because it is a long time, but 18-19 months is the total potential processing time. So up until 19 months it is hard to say much, but within the next month or two you should be able to get some answers because it has been that long already. Just contact them and use different methods of contact if nessesary.
