It is sad to hear so!
According to some relative websites posted, I learn that the Start-up under priority DO which is running inside Canada will be more in the front line against the same one but it is running outside Canada.
I assume that your case should be as same as mine. My DO is Angel Investor.
By the way, as you mentioned above "Your GCMS note stated that you didn’t meet the criteria for priority processing", could you please tell me it was mentioned on which page No of your GCMS Note....for example, it was on the 2nd or 3rd page,...of GCMS...I wish to know it so that I can easily check again in my last and the next coming results of my ordered GCMS note.

As per the Ministerial Instructions (MIs) published on May 4th, 2024, applications that are not supported by a commitment that meets one of the conditions stated in the MIs will be processed following those that are prioritized, on a first-in, first-out basis, as annual admissions (levels) space allows. This application will be processed once all applications that meet the prioritization criteria have been processed.

IRCC has updated the processing time for the Start-Up Visa Program to 43 months, up from the long-standing 40 months.

This is the first time I’ve seen a 3-month jump in a single update, after months of stability.

Surprisingly, I take this as a positive sign — it might mean IRCC has finalized some files and is adjusting timelines based on real progress.
I think 3 months jump is huge, it is a sign that IRCC has slowed down their processing of SUV applications and soon the Processing Time might cross 55 months (like Federal self employed) or may be even more. as backlog is huge and the quota is too less.
